फ्लैट रिनोवेशन और BMC के नियम: क्या करें, क्या न करें?
मुंबई में घर का काम शुरू करते ही लोगों को सबसे बड़ा डर 'BMC के नोटिस' का सताता है। बालकनी अंदर लेना हो, दीवार तोड़नी हो या बाथरूम की जगह बदलनी हो—सिविल कॉन्ट्रैक्टर को काम देने से पहले BMC के नियमों को समझना बहुत ज़रूरी है।
किन कामों के लिए BMC की परमिशन (Permission) नहीं चाहिए?
BMC Act के अनुसार, कुछ छोटे-मोटे अंदरूनी काम (जिन्हें Tenantable Repairs कहा जाता है) बिना किसी सरकारी परमिशन के किए जा सकते हैं। इसके लिए आपको सिर्फ अपनी सोसाइटी को एक लेटर (NOC) देना होता है:
- पुरानी फ्लोर टाइल्स और बाथरूम की टाइल्स बदलना।
- घर में पुट्टी (Putty), पेंटिंग और POP (False Ceiling) का काम।
- खराब प्लंबिंग और नल-कमोड (Sanitaryware) बदलना।
- दीवारों का प्लास्टर ठीक करना।
- दरवाज़े और खिड़कियाँ बदलना (लेकिन दीवार काटकर उनकी साइज़ बड़ी नहीं कर सकते)।
किन कामों के लिए BMC की परमिशन ज़रूरी है?
अगर आपका काम बिल्डिंग के ढांचे (Structure) को बदलता है, तो आपको आर्किटेक्ट (Architect) के ज़रिए BMC से परमिशन लेनी ही पड़ेगी:
- बीम और कॉलम तोड़ना: आप बिल्डिंग के पिलर (Column), बीम या वज़न सहने वाली (Load-Bearing) दीवार को किसी भी कीमत पर नहीं तोड़ सकते।
- बालकनी को कमरे में मिलाना: ओपन बालकनी को बंद करके उसे लिविंग रूम का हिस्सा बनाने के लिए परमिशन लगती है।
- बाथरूम की जगह बदलना: बाथरूम को हटाकर बेडरूम में ले जाना BMC के नियमों के खिलाफ है।
- बाहरी दीवार तोड़कर बड़ी खिड़की बनाना।
कचरा (Debris) फेंकने के नियम
मुंबई में सड़क पर मलबा (कचरा) फेंकने पर भारी जुर्माना है। इसे सिर्फ BMC द्वारा अधिकृत ट्रकों में ही भेजा जाना चाहिए। एक अच्छा ठेकेदार हमेशा अपने कोटेशन में कचरा फेंकने का खर्च शामिल करता है।
