Renovating a flat in Mumbai is stressful enough, but the fear of receiving a 'Stop Work' notice from the Brihanmumbai Municipal Corporation (BMC) keeps many homeowners awake at night. Whether you want to merge a balcony, break a wall, or shift a bathroom, understanding the BMC guidelines is crucial before you hire a civil contractor.
What You CAN Do WITHOUT BMC Permission (Tenantable Repairs)
According to Section 342 of the BMC Act, certain minor interior works, known as "Tenantable Repairs," do not require formal approval from the BMC. You only need to inform your housing society and submit an undertaking. These include:
- Providing guniting to structural members (repairing cracks).
- Changing floor tiles and wall tiles.
- Painting and interior decoration (POP, false ceiling).
- Repairing or replacing existing plumbing pipes and sanitaryware.
- Plastering and minor patching.
- Replacing existing windows and doors (without enlarging the frame size).
What Strictly REQUIRES BMC Permission
If your renovation alters the structural integrity or layout of the building, you must obtain permission through a certified architect or structural engineer. This includes:
- Breaking Load-Bearing Walls: You cannot break beams, columns, or load-bearing walls under any circumstances.
- Merging Balconies/Terraces: Enclosing an open balcony and merging it into the living room or bedroom requires strict BMC approval.
- Shifting Bathrooms/Toilets: Changing the location of a wet area (toilet/bathroom) to a dry area (bedroom/living room) is generally not permitted without heavy scrutiny.
- Changing External Elevation: Breaking exterior walls to install French windows.
Debris (Kachra) Disposal Rules
The BMC is extremely strict about debris dumping on roads. You must hire authorized debris removal trucks. Dumping debris illegally can lead to massive fines. A good contractor will include official debris removal in their quotation.
